Leif: possibly? In the 17th & 18th centuries there was a window tax in England and so to reduce costs windows on landings or box rooms were often blocked up.... on the other hand it could have been a design feature to keep the house looking balanced and grand. There's also a lower ground floor that's not visible in this photo.
