Is it chained?
Boise Diva: the Mute Swan is a royal bird and all are "owned" by the crown. Hence the chain and crown around its neck... shows that the bird is bound to the Monarch. I put "owned" in parenthesis as this ownership officially only covers unmarked birds in open water. so there you go!
It makes a beautiful decorative touch. Thanks for the interesting history too.
